The state has been governed by several distinguished Chief Ministers who have contributed significantly to its development and cultural preservation. Harekrushna Mahatab (1946-1950, 1956-1961)
Harekrushna Mahatab, affectionately known as "Utkal Keshari" (Lion of Odisha), was the first Chief Minister of Odisha after independence. A freedom fighter and close associate of Mahatma Gandhi, Mahatab played a crucial role in forming the state and establishing its administrative foundation. During his tenures, he focused on post-independence reconstruction and agricultural development.
Nabakrushna Choudhury (1950-1956)
A Gandhian and freedom fighter, Nabakrushna Choudhury succeeded Mahatab. His administration emphasized land reforms, establishing village panchayats, and strengthening local governance. His wife, Malati Choudhury, was also a prominent freedom fighter and social reformer.
Biju Patnaik (1961-1963, 1990-1995)
One of Odisha's most iconic leaders, Biju Patnaik was known for his visionary leadership and daring spirit. A former pilot who participated in the Indonesian freedom movement, Patnaik emphasized industrial development, technical education, and women's empowerment. He established the Paradip Port, numerous engineering colleges, and pioneered Odisha's industrial growth. The Biju Janata Dal party, currently governing Odisha, is named after him.
Biren Mitra (1963-1965)
Following Biju Patnaik's first term, Biren Mitra focused on stabilizing the state administration and addressing regional disparities in development.
Sadasiva Tripathy (1965-1967)
Tripathy's short tenure was marked by efforts to address agricultural challenges and improve rural infrastructure in the state.
Rajendra Narayan Singh Deo (1967-1971)

His administration is known for disaster management reforms (following the 1999 Super Cyclone), women's empowerment initiatives, industrial development, poverty reduction programs, and sports infrastructure development. Under his leadership, Bhubaneswar has transformed into a sports hub and smart city.
